Key Points of National Standardization Work in 2024
2024 is a crucial year for deepening the implementation of the National Standardization Development Outline (hereinafter referred to as the Outline) and achieving the development goals of the Outline by 2025. To contribute to the great cause of building a strong country and national rejuvenation in an all-round way with Chinese path to modernization.
1、 Focus on expanding domestic demand and accelerating the promotion of a new round of standard upgrades
1. Urgently revise a batch of mandatory national standards for energy consumption limits and product equipment energy efficiency, and formulate and revise pollutant emission standards for key industries such as pesticides, starch, petrochemicals, and uranium mining and metallurgy, leading the upgrading and transformation of traditional industries.
2. Strengthen the formulation and implementation of mandatory national standards for key industrial products and special equipment related to safety, and achieve the goal of "being strong when it is strong, and being strong when it should be".
3. Promote the upgrading of standards in fields such as agricultural machinery and CNC machine tools, and facilitate the upgrading and transformation of equipment materials towards high-end, intelligent, and green standards.
4. Advance the layout of a batch of new standards in the fields of new energy storage, hydrogen energy, safety emergency equipment, etc., guide the direction of industrial development, and actively cultivate new business forms and models.
5. Accelerate the upgrading of product quality and safety standards for household appliances, furniture, decoration materials, etc., formulate standards related to energy and water efficiency of household appliances, and the recycling of waste household appliances, and assist in the upgrading of bulk consumer goods.
6. Upgrade standards for intelligent manufacturing, green manufacturing, and service-oriented manufacturing. Improve the standard system for the integration of digitalization and industrialization, and accelerate the development of digital transformation standards.
7. Promote new infrastructure standards such as new data centers and electric vehicle charging.
8. Strengthen the research and development of standards in high-end consumer electronics, green products, and other fields to meet the demands of high-end and green consumption.
9. Improve the standards of age appropriate furniture and appliances, age appropriate equipment, Internet applications, rehabilitation aids and other age appropriate products, and ensure that the elderly live a safe and comfortable life.
10. Improve standards in the fields of catering, housekeeping, tourism, cultural entertainment, fitness, etc., and boost confidence in service consumption.
2、 Cultivate new advantages in international competition and cooperation, vigorously implement the project of internationalization and upgrading standards
11. Actively participate in the governance of international standard organizations such as ISO, IEC, ITU, and contribute Chinese wisdom in strategic implementation frameworks, evaluation frameworks, roadmaps, and other aspects.
12. Revise the Management Measures for Participating in International Standardization Activities of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC).
13. Encourage all parties to participate more widely in the activities of international professional standard organizations.
14. Promote the establishment of new technology organizations for international standards in the fields of cultural heritage protection and digital marketing.
15. Propose a number of international standard proposals in key areas such as climate change, financial services, digital economy, new energy, aerospace, shipbuilding, and traditional Chinese medicine.
16. Focus on key and emerging technology fields such as carbon peak and carbon neutrality, artificial intelligence, and quantum technology, and add a group of registered experts from international standard organizations.
17. Explore the establishment of a group of international standardization innovation teams in key areas such as new energy vehicles, new power systems, and new generation information technology, and strengthen the construction of an international standardization talent pool.
18. Implement a number of standardization capacity building cooperation projects, with a focus on ASEAN, Central Asia, South Asia, Africa and other regions, to carry out standardization training cooperation and strengthen mutual learning and exchange of standards among countries.
19. Strengthen standard information exchange and dialogue, further improve the joint construction of the "the Belt and Road" national standard information platform, carry out standard exchange, and continue to promote mutual recognition and cooperation of Chinese and foreign standards in electric vehicles, agriculture, electricity and other fields.
20. Promote the holding of the standardization sub forum of Hongqiao International Economic Forum and build a standardized high-end dialogue platform.
3、 Vigorously building a modern industrial system and concentrating efforts on carrying out a number of major landmark projects for standard chain stabilization
21. Establish a sound standard system for core components (electronic parts), key basic materials, advanced basic industries, and industrial technology foundations, accelerate the development of industrial software standards such as industrial design, industrial simulation, and databases, and consolidate the foundation for high-quality industrial development.
22. Accelerate the development of standards for specialized materials and key metal component testing in additive manufacturing, and promote the popularization and utilization of additive manufacturing.
23. Publish and implement standards for rare earth mining and selection of concentrates, rare earth smelting and separation, high-end rare earth processing, and rare earth secondary resource recovery. Accelerate the development of standards for recycled materials such as recycled steel raw materials, recycled high-temperature alloy raw materials, recycled plastics, and rubber.
24. Focus on the development of integrated circuit standards such as chip to chip interconnect interfaces and electronic design automation (EDA) tools, and accelerate the construction of a full industry chain standard system for integrated circuit design, manufacturing, packaging, and testing.
25. Promote the development of standards for the reliability, information security, and typical application requirements of robot systems, and promote the application of industrial and agricultural robots in various scenarios.
26. Develop a batch of national standards for the large-scale application of Beidou and extend the value chain of Beidou's large-scale application.
27. Develop new generation information technology standards such as cloud computing, blockchain, and big data, and cultivate and strengthen emerging industries.
28. Develop security standards for key aspects such as service security, manual annotation security, pre training, and optimized training data security around generative artificial intelligence security.
29. Regarding the safety of intelligent connected vehicle assisted driving, we will release and implement the Advanced Driver Assistance Systems (ADAS) series of safety standards.
30. Develop electrification standards for construction machinery such as excavators, loaders, and dump trucks, and promote the electrification transformation of construction machinery.
31. Develop standards for smart home interconnection architecture, cloud edge collaboration, local interconnection, product evaluation, etc., to achieve smart home interconnection.
32. Coordinate national standardization pilot demonstrations, and simultaneously promote technological breakthroughs, standard development, and industrial promotion.
33. Strengthen the coordination and linkage of upstream and downstream standardization technology organizations, comprehensively utilize standards at all levels to construct a standard chain that is compatible with the industrial chain.
34. Publish a batch of standard stable chain landmark achievements, organize on-site experience exchange promotion meetings, and provide replicable and promotable standard paradigms.
4、 Accelerate the construction of a unified national market, continuously optimize the new standard system, and focus on strengthening the implementation and application of standards
35. Continuously optimize the national and industry standard system, carry out pilot projects for optimizing and upgrading the standard system in key areas such as non-ferrous metals, plastics, earthmoving machinery, metal cutting machine tools, and wind power equipment, and increase efforts to integrate, revise, formulate, and abolish a batch of standards based on the development needs of the industry.
36. Standardize the formulation and application of local standards, clean up existing standards, strictly control increments, sort out, investigate and rectify situations and problems where local policies and measures improperly reference local standards, which affect fair competition, and clean up local standards that are formulated beyond the scope and have non compliant technical content.
37. Develop national standards for credit commitments of business entities, classification of dishonest information, and credit evaluation of individual industrial and commercial households, promote orderly sharing and efficient utilization of evaluation information, and support joint supervision of dishonest behavior by multiple departments.
38. Optimize the product defect and safety management standard system, strengthen the development of key standards for cutting-edge technology safety assessment and defect analysis.
39. Promote the construction of a coordinated and supporting national standard sample system, increase the development of standard samples in key areas such as green ecology, biotechnology, metal and non-metal materials, and energy, and enrich the types and quantities of standard samples.
40. Develop national standards for fair competition and compliance management for operators, providing guidance for fair competition and compliance management.
41. Improve the network standard and specification system of the integrated market supervision platform, and study and formulate management standards for integrated platform network access institutions.
42. Promote the investigation of standard implementation data, establish a mandatory standard implementation statistical analysis point assessment and evaluation plan, and form a "in and out" management mechanism.
43. Promote the normalization of statistical analysis on the implementation of mandatory national standards in various regions, departments, and statistical analysis points.
44. Establish and improve the incentive mechanism for referencing regulations and implementing standards, strictly implement the system of self declaration and supervision of enterprise standards, and enhance the fundamental support role of standardization in economic and social development.
45. Strengthen the management of national standardization pilot demonstration norms, coordinate layout and system construction, strengthen goal orientation and effect evaluation, and play the role of point based efforts, surface demonstration, and overall driving.
46. Vigorously promote the evaluation of the implementation effect of standards, form a number of methods and models for evaluating the implementation effect of standards, and promote a number of typical examples of the implementation effect of standards.
47. Establish a standardized innovation activity index model and release national, local, and enterprise standardized innovation development reports in stages.
48. Explore the establishment of a standard system for ecological protection and high-quality development in the Yellow River Basin, a standard system for ecological civilization in the Yangtze River Economic Belt, promote the formulation of mandatory water quota standards for high water consuming industries in the Yellow River Basin, improve the "3+2" standardization strategic cooperation mechanism in the North China region, improve the management system for collaborative local standards in the Yangtze River Delta region, and release a batch of "colleagues with the same standard" regional collaborative local standards.
49. Focus on the common needs of the Guangdong Hong Kong Macao Greater Bay Area in areas such as food, transportation, modern service industry, and water related affairs, and publish a batch of "Bay Area Standards".
50. Establish a cross-strait standard common service platform to provide standard information services for people on both sides of the Taiwan Strait.
51. Carry out urban standardization actions, promote the construction of international standardization innovative cities and comprehensive pilot projects for urban standardization innovation.
5、 Building a new system of higher-level open economy and steadily expanding standard institutional openness
52. Actively transform advanced and applicable international standards around key areas such as consumer goods, manufacturing, new infrastructure, and carbon peaking and neutrality, and enhance the consistency level of domestic and international standards.
53. Speed up the compilation of foreign versions of Chinese standards and strengthen the overseas application and mutual recognition of Chinese standards in combination with the cooperation needs of countries jointly building the "the Belt and Road" in industries, trade, science and technology, engineering construction and other fields.
54. Accelerate the coordination and integration with relevant rules such as the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), and promote the interconnection with international high standard economic and trade rules.
55. Research and formulate guidance on steadily expanding standard institutional openness, promoting high-level openness with high standards.
56. Enhance the correspondence between the National Professional Standardization Technical Committee and the international community, and increase the proportion of technical committee members becoming registered experts in international standards.
57. Support free trade pilot zones/ports to carry out standard institutional opening-up pilot projects, and prioritize the construction of institutional systems and regulatory models that are in line with international high standard economic and trade rules.
58. Promote the internationalization of China's group standard organizations, support enterprises, social organizations, scientific research institutions, and other organizations to actively participate in and cultivate international professional standard organizations.
59. Better leverage the role of multilateral and bilateral mechanisms such as China Europe, Northeast Asia, China Russia, China ASEAN, China Germany, China France, and China UK to carry out standardized and pragmatic cooperation.
60. Actively expand partnerships with relevant countries in the Arab, African, and American regions, and sign more standardized cooperation documents.
61. Establish a dialogue mechanism on standards and conformity assessment between the governments of China and the United States, and strengthen cooperation and exchange in standardization.
62. Propose more standardized cooperation topics on cooperation platforms such as the Asia Pacific Economic Cooperation, Shanghai Cooperation Organization, and BRICS countries. More standardized achievements will be planned under the framework of mechanisms such as the the Belt and Road Forum for International Cooperation.
6、 Realize high-quality development of standardization industry, focus on consolidating the foundation of standardization development, and expand the influence of standardization
63. Revise the management measures for national standardization guidance technical documents, agricultural and rural standardization management measures, adopt international standard management measures, and promote the development of group standard management measures.
64. Explore the establishment of an annual report system for industry standard codes.
65. Vigorously implement the group standard training program and organize the evaluation of group standard organizational capabilities.
66. Develop and implement management measures to strengthen the supervision of standard implementation, continuously promote the "double random, one public" supervision of group standards and enterprise standards, and strengthen the supervision and spot checks of industry standards and local standards.
67. Implement the "Measures for Promoting Enterprise Standardization" and deepen the disclosure and supervision of enterprise standard self declarations.
68. Accelerate the issuance of guidance on deepening the interactive development of standardization and technological innovation.
69. Coordinate the construction and scientific management of standardization technology organizations at all levels and types, focusing on cutting-edge technologies and emerging fields such as environmental, social, and corporate governance (ESG), and proactively layout a number of standardization project research groups and standardization technology organizations.
70. Actively promote research on standard digitization and carry out pilot projects for standard digitization.
71. Deepen the implementation of the technical organization liaison mechanism and smooth the "microcirculation" of technical organizations.
72. Continuously carry out the assessment and evaluation of domestic technical counterparts of the National Professional Standardization Technical Committee and the International Organization for Standardization, strengthen the application of results, and achieve dynamic management of "entry and exit".
73. Organize the selection and recognition activities for the China Standard Innovation Contribution Award.
74. Cultivate over 300 standard innovative enterprises.
75. Continuously organize the "Private Economy Standard Innovation Week" activity.
76. Encourage enterprises to strive for the "leader" in enterprise standards and carry out in-depth benchmarking and improvement actions.
77. Continuously carry out the construction of national standardization pilot demonstration projects in agriculture and rural areas, intelligent manufacturing, circular economy, services, social management, and other fields.
78. Make good use of the resources of the China Standardization Expert Committee's think tank, strengthen the research on basic theories of standardization, design technical paths, and analyze development trends.
79. Deepen the implementation of the "Special Action Plan for Standardized Talent Training (2023-2025)", improve the classification system and professional standards related to standardization, and promote the construction of standardized talent careers.
80. Carry out national standardized talent classification statistics and establish a national standardized talent classification training database.
81. Relying on ordinary higher education institutions, strengthen the construction of standardization related majors, support vocational colleges with conditions to offer standardized technical majors, and vigorously cultivate standardized applied talents. Intensify the training of international standardization talents and continuously strengthen China's international standardization talent team. 84. Utilize various media platforms to promote the effectiveness of standardization work through expert forums, internal publications, and "two micro and one end" media channels.
85. Continuously carry out publicity work on the implementation of the outline, summarize and promote innovative practices and beneficial experiences in implementing the outline.
86. Carry out publicity and interpretation of important national standards, and continuously enhance the authority and influence of national standards through various forms of publicity such as one picture comprehension and short videos.
87. Organize World Standards Day activities, widely promote standardization, and create a good atmosphere for standardization work.
88. A new batch of national technology standard innovation bases have been approved, and the "Management Measures for National Technology Standard Innovation Bases" have been revised to strengthen the construction and management of innovation bases, promote technological breakthroughs, standard development, and industrial promotion, and timely integrate advanced and applicable scientific and technological innovation achievements into standards to enhance the level of standards.
89. Approve the establishment of a batch of national standard verification points and formulate measures for the construction and management of national standard verification points.
Consolidate and deepen the achievements of theme education, and promote the in-depth implementation of the outline with a high sense of political responsibility.
