Market supervision bureaus (departments, commissions) of various provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps, relevant departments of the State Council (offices, comprehensive departments), the General Office of the China Association for Science and Technology, the General Office of the All China Federation of Industry and Commerce, and various relevant standard organizations:
In order to thoroughly implement the National Standardization Development Outline, guide group standard organizations (social groups that formulate group standards) to develop original and high-quality standards, and promote the standardized and high-quality development of group standards, the National Standards Commission has organized the compilation of the "Comprehensive Performance Evaluation Index System for Group Standard Organizations" (hereinafter referred to as the "Index System"). We hereby issue to you the following work notice:
1、 The 'Indicator System' sets a total of 4 primary indicators, 21 secondary indicators, and 59 tertiary indicators, including 18 basic conditions related to fee management, intellectual property management, etc. According to the 'Indicator System', a comprehensive performance evaluation of the group standard organization will be conducted, with a maximum score of 100 points. For the convenience of classification and grading management, an evaluation score of 95 or above is a three-star rating, 85 or above is a two star rating, and 70 or above is a one star rating.
2、 Group standard organizations should complete self-evaluation in accordance with the "Indicator System" before December 31, 2024, and publicly disclose the evaluation results through the national group standard information platform. The evaluation results should be objective and truthful. The newly established group standard organization shall complete self-evaluation and disclose the results within 3 months from the date of publication of the group standard. For group standard organizations that have not met any of the basic conditions, it is recommended to suspend or terminate the development of group standards, actively improve according to the "Indicator System", or jointly carry out group standardization work with capable group standard organizations.
3、 Within the scope of their legal responsibilities, relevant departments shall guide the relevant group standard organizations to carry out capacity building in accordance with the "Indicator System", and guide the upstream and downstream of the relevant industry chain or similar group standard organizations to jointly carry out group standardization work. In policy formulation and other work, they may adopt the group standards issued by the two star and above group standard organizations based on the evaluation results according to the procedures.
4、 Market regulatory departments in various regions should work together with relevant departments to strengthen guidance on the standardization work of groups within their jurisdiction, increase training and publicity efforts on the "Indicator System", and strengthen supervision and management of group standard organizations within their jurisdiction.
If there are any opinions or suggestions during the implementation and application of the "Indicator System" by various regions and departments, please provide timely feedback to the National Standards Committee. Our committee will continue to improve the 'Indicator System' and, based on this, organize pilot projects for group standard organization training and compliance inspections nationwide in a timely manner.
