Management Measures for Expert Database

The Automotive Fire Prevention and Control Technical Professional Committee of the China International Association for the Promotion of Science and Technology (hereinafter referred to as the Committee) is a non independent legal entity under the leadership of the China International Association for the Promotion of Science and Technology.

In order to further strengthen and improve the technological level of automobile fire prevention and control, fully leverage the decision-making consultation and technical support role of the expert team in policy research, standard formulation and revision, training and teaching, technical consultation, technical services, cooperation with industry regulatory authorities in industry inspections, accident investigation and handling, etc., the China International Association for the Promotion of Science and Technology Automotive Fire Prevention and Control Technical Professional Committee has decided to establish the China International Association for the Promotion of Science and Technology Automotive Fire Prevention and Control Technical Professional Committee Expert Database (hereinafter referred to as the Expert Database) in accordance with relevant provisions of the China International Association for the Promotion of Science and Technology Constitution.

Chapter 1 General Provisions

Article 1: In order to standardize the management of the expert database of the Automotive Fire Prevention and Control Technical Professional Committee of the China International Association for the Promotion of Science and Technology, fully leverage the role of industry experts, and improve the quality and service level of the committee's work, this method is formulated.

Article 2: These measures apply to the management of the expert database of the Automotive Fire Prevention and Control Technology Professional Committee of the China International Association for the Promotion of Science and Technology.

Article 3: The expert database is divided into policy and legal regulations research, standard research, intellectual property, inspection and testing, certification and accreditation, education and training, technical appraisal, intelligent fire protection, insurance, environmental or sustainable development, product or testing equipment development, transportation of flammable and explosive dangerous goods, as well as vehicle fire management, accident investigation, firefighting and rescue in high-risk areas such as dust explosion, fireworks and firecrackers, oil and gas storage, tobacco, forest and grass, and warehouse fire zones.

Article 4: The Expert Database of the Automotive Fire Prevention and Control Technology Professional Committee of the China International Association for the Promotion of Science and Technology is an expert organization that carries out relevant work based on the development trends and needs of the automotive fire prevention and control industry, focusing on industry safety and efficient development, and in accordance with the work arrangements of the committee.

Article 5: In order to ensure the efficient operation of the expert database, the expert database shall establish the positions of team leader and deputy team leader.

Chapter 2: Rights and Obligations of Experts

Article 6: Rights of Experts

（1） Experts have the right to be invited to participate in professional conferences, seminars, consultations, and training activities organized by the Automotive Fire Prevention and Control Technology Professional Committee of the China International Association for the Promotion of Science and Technology.

（2） Experts conduct independent reviews and provide final opinions on technical services, without interference from any unit or individual.

（3） Experts have the right to understand the purpose of technical service activities without involving trade secrets. If they believe that the information on which technical services are based is insufficient, they may request additional relevant information.

（4） For consulting service activities that are not suitable for participation, reasons can be explained to apply for refusal to participate.

（5） Experts have the right to receive general technical service compensation. The right to request the committee or service recipients to increase their technical service remuneration for the in-depth technical services of special or major projects undertaken. To fully mobilize the enthusiasm of experts and provide better technical services for technology projects, the remuneration for in-depth technical services provided by experts, as well as related expenses such as transportation, accommodation, etc., can be negotiated and paid separately.

（6） Experts have the right to directly report the situation, provide opinions and suggestions to the committee or the China International Association for the Promotion of Science and Technology.

（7） Resist and expose unfair and improper behavior in the process of classified business activities.

（8） Experts have the right to request withdrawal from the expert database. They can submit a written application to the committee one month in advance, and with approval, they can withdraw from the expert database and have their expert qualifications revoked.

Article 7 Obligations of Experts

（1） Adhere to professional ethics, provide consultation, argumentation, and other services fairly, justly, objectively, and scientifically, and take corresponding responsibility for the consultation and argumentation opinions proposed for the classification business involved.

（2） Consciously abide by national secrets and the commercial secrets of the consulted unit, and strictly adhere to confidentiality regulations for the assigned technical service matters and related materials.

（3） Seriously study and master the relevant policies and regulations of the classification business involved.

（4） If the technical services accepted within the prescribed time limit cannot be attended due to reasons, the committee should be informed in a timely manner.

（5） Expert activities must be attended in person and cannot be delegated to others. For those who cannot participate in expert activities due to reasons, the reasons for absence should be carefully recorded. Consultation matters that have a vested interest in the expert should be actively requested for recusal.

（6） Obey the assessment and management of the expert database.

（7） When personal information such as work unit, professional title, and contact information changes, the committee must be notified in a timely manner.

（8） The obligations of other relevant experts as stipulated by the committee.

Chapter 3: Responsibilities of Experts

Article 8: Responsibilities of Experts

（1） Special argumentation: Conduct special argumentation on industry regulations, policies, standards, research topics, accident investigations, research and development of automotive fire prevention and control equipment and detection equipment.

（2） Education and Training: Served as a teaching expert in various automotive fire protection professional technical training and automotive fire protection popular science education and publicity activities organized by the Automotive Fire Prevention and Control Technology Professional Committee of the China International Association for the Promotion of Science and Technology.

（3） Special Consultation: Provide professional consulting services related to automobile fire protection for government departments, member units, and social units.

（4） Business communication: Organize professional talents from various industries to conduct practical research and exchange discussions in a timely manner according to the situation and task needs.

（5） Industry inspection: Actively cooperate with industry regulatory authorities to participate in industry inspections.

（6） Emergency rescue: Participate in relevant emergency rescue work in the event of a car fire accident.

（7） Complete other tasks entrusted by the Automotive Fire Prevention and Control Technology Professional Committee of the China International Association for the Promotion of Science and Technology.

Chapter 4: Appointment and Dismissal of Experts

Article 9 Basic Conditions

（1） I have a passion for the field of automotive fire prevention and control technology, possess high professional qualities and good professional ethics, adhere to principles, have a upright work style, seek truth from facts, and work rigorously.

（2） Willing to participate in the committee's organized seminars, lectures, evaluations, demonstrations, research, and other related work as an independent entity.

（3） Familiar with the technical requirements and industry development status of the applied major, have worked in the relevant professional field for at least eight years and hold a senior professional title or equivalent professional level.

（4） Having a high level of professional technical expertise, familiar with relevant policies and regulations, and familiar with the latest technological developments in the field or industry.

（5） Physically healthy, with ample time and energy to complete various tasks of the technology expert pool.

（6） Experts with outstanding performance and rich practical experience in automobile fire prevention and control may appropriately relax the above conditions.

（7） There is no bad credit record in technology activities. There is no record of violating discipline or laws.

Article 10: The units where members of the expert pool are located shall actively cooperate and support the relevant work of the expert pool, and provide necessary conditions for experts to carry out consulting, scientific research, investigation and other work. Applicants for selection as members of the expert pool shall submit the following materials:

（1） Registration Form for Members of the Expert Database of the Automotive Fire Prevention and Control Technical Professional Committee of the China International Association for the Promotion of Science and Technology (see attachment);

（2） Scanned copies of ID card, educational certificate, and professional title certificate;

（3） Scanned copies of certificates or employment documents of various types of review experts who have served before;

（4） Scanned copies of published papers, software works, and patents;

（5） Scanned copies of personal honor certificates obtained.

（6） Retirees are required to provide a retirement certificate.

Article 11: Each member of the expert pool shall serve a term of 3 years. Those who perform outstandingly at the end of their term shall be given priority for renewal.

Article 12: Those who are unable to participate in the activities of the expert pool during their term of office, or fail to fulfill the duties of the expert pool in accordance with the articles of association, shall be dismissed in accordance with relevant procedures. If any of the following situations occur, the relevant work shall be suspended and dismissed:

（1） Hiring experts who are unable to perform their duties due to reasons such as physical health, professional competence, and reputation;

（2） Those who have been subject to administrative or criminal penalties, or have lost or been restricted in their capacity for civil conduct;

（3） I have submitted an application to withdraw from the expert database;

（4） Refusing emergency dispatch in the event of a car fire accident without special circumstances;

（5） Engaging in favoritism and corruption, violating professional ethics, and accepting property or benefits from inspection targets during safety inspections, evaluations, and assessments;

（6） Refusing work arrangements more than three times or being late or absent three or more times without reason after accepting work arrangements.

Article 13 Expert Appointment Procedure:

（1） Please fill out the "Registration Form for Members of the Expert Database of the Automotive Fire Prevention and Control Technical Committee of the China International Association for the Promotion of Science and Technology" (see attachment) for experts who love automotive fire protection and are committed to engaging in automotive fire prevention and control work, and send it to the China International Association for the Promotion of Science and Technology Automotive Fire Prevention and Control Technical Committee or email with relevant electronic proof materials qhfjzwh@163.com And mail the paper materials to the Automotive Fire Prevention and Control Technology Professional Committee of the China International Association for the Promotion of Science and Technology;

（2） After organizing the submitted materials, the Secretariat of the Committee will submit them to the Expert Management Group of the Automotive Fire Prevention and Control Technology Expert Database of the China International Association for the Promotion of Science and Technology for preliminary review. After approval by the China International Association for the Promotion of Science and Technology, they will be made public to the society. If there are no objections to the public announcement, they can enter the expert database.

Article 14: Expert services shall be provided on a paid basis in principle. Experts who perform well will be given incentives such as commendations and rewards according to regulations.

Chapter 5 Supplementary Provisions

Article 15: These Measures shall be interpreted by the Automotive Fire Prevention and Control Technical Professional Committee of the China International Association for the Promotion of Science and Technology.

Article 16: These measures shall come into effect on April 12, 2024.
