The new regulations for the annual inspection of dangerous goods transportation vehicles mainly include requirements for the technical level assessment of vehicles, insurance, emergency response equipment, safety facilities and equipment, special vehicle markings, satellite positioning devices, and other aspects.
Firstly, according to the "Regulations on Technical Management of Road Transport Vehicles", road transport operators should regularly visit motor vehicle inspection and testing institutions that have obtained qualification certificates from market supervision and management departments and have corresponding inspection and testing capabilities to inspect and test road transport vehicles and assess their technical levels. The cycle and frequency of inspection, testing, and technical level assessment are determined based on the first registration time of the vehicle. For other road transport vehicles that have been registered for less than 120 months, inspection, testing, and technical level assessment shall be conducted every 12 months; For those exceeding 120 months, inspection and technical level assessment shall be conducted every 6 months.
Secondly, for dangerous goods transportation vehicles, especially tank type specialized vehicles, their tanks should be inspected and qualified by the quality inspection department. In addition, dedicated vehicles should be equipped with satellite positioning devices with driving record function and comply with relevant standard requirements.
In terms of insurance, the inspection of dangerous goods transport vehicles also includes checking the situation of purchasing dangerous goods carrier liability insurance.
For emergency handling equipment and safety facilities, dangerous goods transport vehicles need to be equipped with necessary emergency handling equipment and safety protection facilities to ensure safety during transportation.
Finally, the installation of dedicated vehicle markings is also an important part of annual inspections. All vehicles transporting dangerous goods shall be painted, hung with signs and markings in accordance with the requirements of "Road Transport of Dangerous Goods Vehicle Markings" (GB13392).
These regulations aim to ensure the safety performance and emergency response capabilities of dangerous goods transportation vehicles, and guarantee safety during transportation.
