Q: Last year, the State Council issued the "Special Action Plan for Patent Conversion and Application". What achievements have been made so far? What are the next work plans?
Shen Changyu, Director of the China National Intellectual Property Administration: Since the implementation of the special action plan for patent transformation and application, the China National Intellectual Property Administration has closely cooperated with all departments and regions, firmly grasped the main line of patent industrialization, formulated and issued relevant supporting policies, and taken a number of work measures to solve the problem of patent transformation.
On the one hand, accelerate the inventory of existing patents in universities and research institutions. We have established a national platform for the stock of invention patents in universities and research institutions, helping them accurately grasp the inventory of patents. In conjunction with the Ministry of Education and the Chinese Academy of Sciences, key universities and scientific research institutions were organized to take the lead in carrying out pilot projects, forming a demonstration and driving effect. Various regions actively hold exchange activities such as on-site promotion of patent revitalization and docking of existing patent promotion in accordance with the concept of "inventory, promotion, and transformation at the same time". As of June this year, universities and research institutions across the country have completed the inventory of 850000 existing invention patents, and the overall progress has exceeded 95%. Under the promotion of the above work, the number of patent transfers and licenses in universities and research institutions across the country reached 23000 in the first half of this year, a year-on-year increase of 22.2%. The number of conversions and applications of existing patents is relatively high, and overall it is becoming increasingly active.
On the other hand, effectively leveraging the role of enterprises as the main force in patent industrialization. We have collaborated with the Ministry of Industry and Information Technology, the People's Bank of China, the State Administration of Financial Regulation, the China Securities Regulatory Commission, and other departments to deeply implement the Patent Industrialization Promotion Plan for the growth of small and medium-sized enterprises. Currently, we have organized more than 17000 technology-based small and medium-sized enterprises to participate. Through inclusive intellectual property services and special support, we have accelerated the aggregation of knowledge, technology, capital, talent, and other factors to small and medium-sized enterprises, and accelerated the cultivation of a group of model enterprises with patent industrialization as their growth path. At the same time, we also make full use of activities such as "Intellectual Property Services for Thousands of Miles", "Thousand Schools and Ten Thousand Enterprises" Collaborative Innovation Partnership Action, "Hundred Events and Ten Thousand Enterprises" Integration and Connection of Large, Medium and Small Enterprises, and "One Month One Chain" Investment and Financing Connection to organize and carry out patent transformation and application service docking, help small and medium-sized enterprises connect with high-quality investment institutions and patent industrialization cooperation projects, and promote the transformation of existing patents to small and medium-sized enterprises.
Next, we will shift our focus from "inventory" of existing patents to "activation", concentrate on the word "conversion", see practical results in the word "activation", focus on the main line of patent industrialization, widely mobilize various forces and social resources, comprehensively, deeply and through multiple channels promote patent transformation and implementation, release the market value of patents, enhance enterprise competitiveness, and shape new driving forces and advantages for industrial development.
